Aloha Chairman Lin,
I am writing to express my concerns regarding the proposed measures in Hawaii Bill 121,
particularly the impact it may have on our local communities and the economy. As a
resident deeply invested in the well-being of our island, I believe it is crucial to address
these issues with a balanced approach that respects the rights of property owners while
also considering the broader community's needs.
First, the enforceability of the proposed regulations raises significant concerns. It is
essential to ensure that any new rules are practical and do not place an undue burden
on the Planning Department's resources. Overstretching our human resources could
lead to inefficiencies and detract from other critical areas that require attention.
Secondly, the bill introduces inequities that could disadvantage certain property owners,
particularly those who do not reside on their properties but still maintain a close
connection and responsibility towards them. Equal treatment of all property owners,
regardless of their living arrangements, is fundamental to ensuring fairness and justice in
our community.
Lastly, the transformation of neighborhoods and the potential loss of the unique
character that attracts visitors to our island is a significant concern. We must find a way
to preserve the essence of our communities while accommodating the evolving needs
of both residents and visitors.
Therefore, I respectfully request the Planning Commission to consider the following
recommendations:
1. Recommend the removal of restrictions about where hosts live and where guests
stay, ensuring fairness and flexibility for property owners.
2. Recommend streamlining the registration process to make it more accessible and
less invasive for property owners.
3. Recommend the inclusion of an undue hardship clause to protect homeowners at
risk of losing their housing due to the new regulations.
These recommendations aim to address the concerns raised while ensuring that the
regulations are fair, enforceable, and in the best interest of our island's future.
