Aloha Chairman Lin,
I am writing to express my deep concern regarding Bill 121 and its potential impact on our local community,
particularly in terms of enforceability,inequity,and the transformation of neighborhoods.As a who is deeply
invested in the well-being of our community,I urge the Windward Planning Commission to consider the following
recommendations to ensure that the regulations serve the best interests of all Hawai'i County residents and the
people who are currently working hard to become one.
Firstly,the affidavit requirement proposed by Bill 121 poses significant enforceability challenges and may
inadvertently penalize well-meaning property owners. I respectfully request that the Planning Commission
recommend removing this requirement to alleviate unnecessary burdens on homeowners.
Secondly,the bill introduces inequity by differentiating between property owners who live on-site and those who
do not.To foster a fair and inclusive approach,I suggest the Planning Commission recommend equal treatment for
all property owners,regardless of their living arrangements on the property.
Lastly,the restrictions on where hosts live and where guests stay could drastically transform our neighborhoods
and limit the ability of property owners to utilize their properties effectively.I recommend that the Planning
Commission advocate for the removal of these restrictions,provided the owner or her representative is in the same
building,on the same parcel,or on an adjacent parcel.
In light of these concerns,I also urge the Planning Commission to conduct a comprehensive economic impact
study to fully understand the implications of Bill 121 on our local economy and housing market. This study is
crucial for making informed decisions that balance the needs of our community with the growth of our tourism
industry.

Planning Commission will take these recommendations to heart and work towards regulations that reflect the
values and needs of Hawai'i County residents.
