Dear Windward Planning Commission,
I strongly oppose this bill.
I find that this bill is so overly complicated that most mom and pop short term rental operators
would never be able to fulfill all of the onerous requirements. The bill seems designed to
scare any reasonable person away from hosting guests. Perhaps that is by design? The
penalties alone are exorbitant and completely disproportionate to any possible violation.
Why?
Is there a need for this bill? Who does it benefit? Should the county really try to drive all
responsible locally owned short term hosts out of business? Isn't the true purpose of this bill
to support the hotel industry?
Please consider requiring that the County conduct an economic impact study before passing
this bill to ensure that this legislation will not inadvertently harm local families.
