Aloha Chairperson Lin & Commission Members,
I am writing to express my deep concerns regarding the proposed measures in Bill 121,
which I fear will have detrimental effects on our local community and economy. As a
resident who, along with many others, relies on short-term rentals to supplement our
income, I am alarmed by the continuous restrictions that threaten our ability to afford
living in Hawaii.
The essence of Hawai'i's spirit is its welcoming nature and the aloha we share notjust
among ourselves but with those who visit our islands. Short-term rentals have provided a
sustainable way for many of us to maintain our homes and stay in the communities we
love. However, the increasing limitations and regulatory hurdles proposed by Bill 121 risk
displacing residents, contributing to a loss of the island's character and vibrancy as people
are forced to leave.
This legislation's impact extends beyond individual homeowners. It affects the broader
economic ecosystem, including local businesses that benefit from tourism facilitated by
short-term rentals. The potential exodus of residents and the transformation of
neighborhoods into less vibrant communities could have lasting effects on Hawai'i's
cultural and social fabric.
In light of these concerns, I respectfully request that the Planning Commission consider the
following recommendations:
Conduct an economic impact study to fully understand the implications of Bill 121 on
homeowners and the local economy.
Recommend the removal of overly restrictive measures that make it increasingly difficult for
residents to offer short-term rentals.
Ensure equal treatment of property owners and operators, regardless of their living
arrangements on the property, to prevent undue hardship.
Our islands thrive on the balance between welcoming visitors and preserving the way of
life for those who call Hawaii home. It is crucial that any regulations foster this balance
rather than disrupt it.

supports both our community's well-being and its welcoming spirit.
