My home in Kona, which I have been sharing with visitors for years, not only supports my family but also contributes to the local economy by providing a unique and personal experience for those looking to explore our beautiful island. The implementation of Bill 121, as it stands, threatens to significantly disrupt this balance. The requirement for homeowners to navigate a complex and invasive registration process, coupled with the potential for onerous restrictions on where hosts and guests can reside on the property, undermines our ability to offer these accommodations. Such measures not only pose an undue burden on homeowners but also risk diminishing the charm and appeal of authentic Hawaiian hospitality that vacation rentals offer. In light of these concerns, I respectfully request the Planning Commission to consider the following recommendations: Streamline the registration process for vacation rentals and eliminate invasive requirements that do not directly contribute to safety or community welfare. Remove restrictions that dictate where hosts must live in relation to their rental property, as long as the owner resides within the same building, on the same parcel, or on an adjacent parcel. Conduct a comprehensive economic impact study to fully understand the implications of Bill 121 on homeowners and the local economy. This study should inform any future regulations to ensure they support both community welfare and the economic sustainability of the vacation rental sector. The unique character of our neighborhoods and the aloha spirit of our community are what draw visitors to Hawai'i. It is crucial that any regulations foster an environment where this can continue to thrive, without imposing unnecessary hardships on the residents who contribute to this vibrant tourism economy.
