RG_SMA April 2024 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> RECOMMENDATION <br /> SCOTT GRAINGER <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2024-000051) <br /> Upon careful review of the applicant's request against the guidelines for granting of a Special <br /> Management Area Use Permit, the Planning Director recommends that this request to <br /> Application for a Special Management Area Use Permit to demolish an existing single-family <br /> dwelling and construct a new single-family dwelling on a 14,000 square foot shoreline parcel <br /> within the Special Management Area (SMA) be approved by the Leeward Planning <br /> Commission. Since this recommendation is made without the benefit of public testimony, the <br /> Director reserves the right to modify and/or alter this recommendation based upon additional <br /> information presented at the public hearing. This approval recommendation is based on the <br /> following: <br /> The applicant requests a Special Management Area Use Permit to demolish an <br /> existing single-family dwelling and construct a new single-family dwelling on the project <br /> parcel located within the Special Management Area (SMA). The property contains an <br /> 855 square foot single-family dwelling originally constructed in 1955 and includes a 312 <br /> square foot carport. The applicant proposes to demolish the existing dwelling and replace <br /> it with a new single-family dwelling that complies with current building codes and meets <br /> the needs of the applicant. The proposed dwelling will be a single-story, 2,400 square- <br /> foot dwelling with two (2) bedrooms, two (2) bathrooms, one (1) half-bathroom, an <br /> office, kitchen, living room and laundry. Additional development includes two (2) <br /> outdoor showers, and a 182-square foot lanai. The project also includes a two-story <br /> detached garage with a 628 square foot living area (1 bedroom, 1 bathroom), and a 222 <br /> square foot lanai on the second floor, and a 726 square foot two-car garage on the first <br /> floor. The applicant intends to install a new advanced aerobic wastewater treatment unit <br /> in accordance with Department of Health (DOH) regulations; potable water will be <br /> provided via an existing Department of Waer Supply (DWS)water meter. <br /> 1 <br />
