Aloha Chairperson & Commission Members,
I am writing to express my concerns regarding the proposed Bill 121,
which seeks to regulate short-term vacation rentals across Hawai'i
County. While I understand the intention behind the bill to address
issues related to affordable housing and neighborhood tranquility, I
believe there are several areas where the bill may not align with the best
interests of our community.
Firstly, the bill's approach to managing short-term rentals could
inadvertently harm our local economy, which benefits significantly
from tourism. Many families rely on the income generated from hosting
visitors to support their livelihoods. I myself am using a STVR to help
partially support me in my retirement. But my one STVR also supports
the income of a housekeeper and handyman while generating tax dollars
for the county and state. Therefore, I urge the commission to conduct
an economic impact study to fully understand the potential
repercussions of Bill 121 on our community's economic well-being.
Secondly, the bill's requirements, such as the affidavit requirement and
invasive registration processes, could place undue burdens on
homeowners. These measures may not only be challenging to enforce
but could also infringe on private property rights, creating inequity
among residents. I recommend streamlining the registration process and
eliminating invasive requirements to ensure fairness and ease of
compliance.
Lastly, the transformation of neighborhoods into tourist
accommodations is a valid concern. However, I believe that with proper
regulations that respect the rights of homeowners while addressing
community concerns, we can find a balanced solution. I suggest the
commission recommend removing restrictions about where hosts live
and where guests stay, as long as the owner is in the same building, on
the same parcel, or on an adjacent parcel.
Our community thrives on the spirit of aloha, welcoming visitors from
around the world while preserving the essence of our islands. By
reconsidering aspects of Bill 121 and seeking a more balanced
approach, we can protect our community's interests and continue to
embrace the values that make Hawai'i unique.

involved.
