From: Pea Dog <br /> To: LPCtestimonv <br /> Subject: Subject: Request for Fair Consideration of Vacation Rental Owners"Circumstances <br /> Date: Tuesday,April 16,2024 8:57:43 AM <br /> Chairperson Barbara Defranco <br /> Leeward Planning Commission <br /> County of Hawai'i <br /> 25 Aupuni St. <br /> Unit 1502 <br /> Hilo,HI 96720 <br /> Aloha Chairperson Lin&Commission Members, <br /> I am writing to you as a disabled resident of Hawai'i County,deeply <br /> concerned about the implications of Bill 121 on my life and the lives <br /> of many in our community.My vacation rental not only provides me with <br /> the necessary income to afford medical travel to the mainland and <br /> cover my co-pays but also supports local businesses,markets,tour <br /> companies,and farms. <br /> During recent electrical grid uncertainties,it was disheartening to <br /> see that while residents faced rolling blackouts,resort hotels like <br /> the Mauna Lam were not asked to conserve electricity,even going as <br /> far as hosting concerts and fireworks shows.This disparity in <br /> treatment raises questions about the accountability of these large <br /> hotels and their influence on legislation like Bill 121,which seems <br /> designed to eliminate competition from smaller operators like myself. <br /> I urge the Planning Commission to consider the following <br /> recommendations to ensure faimess and equity in the regulation of <br /> vacation rentals: <br /> 1.Conduct an Economic Impact Study:It's crucial to understand the <br /> full economic implications of Bill 121 on local families and <br /> businesses that depend on vacation rental income. <br /> 2. Recommend the Removal of Intrusive Reporting Requirements:These <br /> requirements disproportionately affect small operators and do not <br /> address the root causes of the issues at hand. <br /> 3. Recommend Equal Treatment of Property Owners:Whether owners live <br /> on-site or not,all should be treated equally under the law,ensuring <br /> that those of us who contribute positively to the economy and <br /> community are not unfairly penalized. <br /> The current approach seems to overlook the contributions of vacation <br /> rental owners to the local economy and the unique circumstances of <br /> residents like myself.I believe that with thoughtful consideration <br /> and adjustments,we can find a balanced solution that respects the <br /> rights and needs of all stakeholders. <br /> Mahalo for your attention to these matters.I look forward to your <br /> support in making Hawai'i County a place where all can thrive. <br /> Me ke aloha pumehana, <br />
