HomeMy WebLinkAbout2024-03-19 KCDP Minutes Final KONA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE 1 Tuesday, March 19, 2024 2 FINAL Meeting Minutes 3 4 CALL TO ORDER 5 Chair Charlie called the Kona Community Development Plan (KCDP) Action Committee (AC) 6 to order at 12:06 PM. Quorum was established at this time. This meeting was held online via 7 Zoom, and in-person at the West Hawai’i Civic Center, B2 Conference Room. 8 The YouTube video of this meeting can be found here: 9 https://www.youtube.com/watch?v=cvjSPo58kLc 10 ROLL CALL 11 AC Members Present: Charles Young (Chair), Nancy Pisicchio (Vice Chair), and John Pelletier 12 AC Members Present via Zoom: David Huerta, Gary Jaster, Heather Korotie and Roselyn Molina 13 AC Member Left Early: Gary Jaster 12:59 P.M. & David Huerta 2:00 P.M. 14 Unexcused Absence: Marisa Bankston 15 County Staff: Planners – Janice Hata, Jessica Lahip and Kawelo Kalili 16 County Staff Present via Zoom: Maryam Palma 17 Approximately 7 members of the of the public attended the meeting 4 in person and 3 (via 18 Zoom) 19 County Officials: Deputy Corporation Counsel – Jean Campbell (via Zoom and left early 12:59 20 P.M.) 21 22 APPROVAL OF MINUTES: 23 Committee member John Pelletier motioned to approve the February 6, 2024 minutes. Motion 24 seconded by committee member David Huerta. Motion passed unanimously. S.B No. 2058 Relating to Neighborhood Boards 36 This item was called to order at 12:26 P.M. [SEE YOUTUBE TIMESTAMP 20:00] 37 Vice Chair Nancy Pisicchio gives update on S.B. 2058. Senator Carol Rose deferred S.B. 2058 38 due to a problem with title. Vice Chair Pisicchio makes a motion to request to the Planning 39 Director to have an island wide CDP meeting, seconded by committee member Pellitier. Motion 40 passed unanimously. 41 This item concluded at 12:32 P.M. 42 43 2. Draft General Plan Comments Discussion 44 This item was called to order at 12:32 p.m.[SEE YOUTUBE TIMESTAMP 24:00] 45 Vice Chair Pisicchio speaks on the Draft General Plan and the Kona CDP trying to adopt TOD 46 policies. She also speaks of having 4 amendments to strengthen the Draft General Plan as it lacks 47 implementation mechanisms. 48 1st Amendment: Committee member Pelletier motions to propose amendment to table 6 on the 49 Draft General Plan by adding TOD and TND to the list of “GP Designation,” seconded by 50 committee member Korotie. Motion passes unanimously. 51 2nd amendment: Committee member Pelletier motions to amend Land Use Map 3 on the Draft 52 General Plan display the TOD’s and TND designations that have been identified on the Kona 53 CDP Land Use Map (figure 4.7), seconded by Vice Chair, Pisicchio. Motion passes unanimously. 54 3rd amendment: Committee member Pelletier motions to amend Land Use Map 3 on the Draft 55 General Plan newly proposed High Density Urban area above Old Airport instead be designated 56 as TODs, motion seconded by Vice Chair Pisicchio. Motion passes unanimously. 57 4th amendment: Committee member Pelletier motions that on page 43 on the Draft General Plan 58 to include more descriptive language defining TODs as mentioned in the Kona CDP, seconded 59 by Committee member Korotie. Integrated Wastewater Management Plan Presentation [SEE YOUTUBE TIMESTAMP 64 54:29 65 This item was called to order at 1:00 P.M. 66 Director, Ramzi Mansour from the County of Hawai’i Department of Environmental 67 Management gave a presentation on the Integrated Wastewater Management Plan via Zoom. 68 Committee members shared concerns on Cesspool Priority 1, 2 and 3 areas in Kona. Kealakehe Regional Park Update 74 This item was called to order at 2:00 P.M. 75 Member Pelletier gives update on Kealakehe Regional Park update. He reached out to the 76 Department of Parks and Recreation on status of EA but has not been able to get response. 77 Committee member Pelletier makes a motion to invite Department of Parks and Recreation to the 78 next Kona CDP AC meeting to give an update on Kealakehe Regional Park, seconded by Vice 79 Chair Pisicchio. 80 This item concluded at 2:15 P.M. 81 82 AGENDA ITEMS FOR NEXT MEETING: [SEE YOUTUBE TIMESTAMP 2:11:40] 83 Committee discussed agenda items for the next meeting. 84 Vice Chair Pisicchio to give update on KOSN 85 Parks and Recreation to give presentation/update on Kealakehe Regional Park 86 87 ANNOUNCEMENTS: [SEE YOUTUBE TIMESTAMP 2:13:50] 88 The Planning department provided a couple announcements. 89 Janice from the Planning Department provided an update on the Draft General Plan. Jean 90 Campbell is the new Deputy Corporation Counsel for the Kona CDP Action Committee. 91 92 ADJOURNMENT: 93 Committee member Pelletier motioned to adjourn the meeting. Motion seconded by Chair 94 Young, Motion passed with unanimous aye vote.
