CALL TO ORDER 4
Chair Meyer called the Hāmākua Community Development Plan (HCDP) Action Committee 5
(AC) to order at 5:05pm. Quorum was established at this time. This meeting was held in-person 6
at the Honoka’a Sports Complex and online via ZOOM. 7

Committee Member Keeney motioned to approve the February 12, 2024 minutes with 21
amendments. Motion seconded by Committee Member Bidleman. Motion passed unanimously 22

Director of DEM Ramzi Mansour gave a presentation on Cesspool conversion. All 30
Cesspools in County of Hawaii need to be converted by 2050. 31
Director Mansour gave three options of conversion: 32
Option #1 Connect to the County’s sewer system (Centralized system) 33
Option #2 Connect to a new or existing decentralized or cluster WWTP. 34
Option #3 Convert to a DOH-Approved onsite system (Septic system) 35

Planner Maryam Palma gave a refresher presentation on CDP AC roles, Sunshine Law, 43
and examples of possible CDP priorities for 2024. 44

Committee Member Bidleman motioned to adjourn the meeting. Motion seconded by Committee 51
Member Keeney. Motion passed with unanimous aye vote. The meeting was adjourned at 52
