SUBJECT: QUARTERLY REPORT ON 201H APPLICATIONS PER RESOLUTION
431-20 DIRECTING HAWAII COUNTY TO STRATEGICALLY ADDRESS
ITS ESCALATING HOUSING CRISIS WITH URGENCY, DATED
JANUARY 22,2020.
The Office of Housing and Community Development(OHCD) submits the quarterly report as
requested by Resolution 431-20 Directing Hawai`i County to Strategically Address its
Escalating Housing Crisis with Urgency, dated 1/22/20.
The following provides an overview of all pending HRS §201H applications as of October 20,
2022:
ACTIVE HRS 4201H APPLICATIONS
1.Ho`omalu at Waikoloa Workforce Rental Housing
TMK No.: (3)6-9-008:032)
On August 23, 2023, Stanford Carr Development submitted a 201H Application
for certain exemptions for their project, Ho`omalu at Waikoloa Workforce Rental
Housing. This 229-unit affordable housing project is located within the Waikoloa
Beach Resort, South of Queens' Marketplace, in South Kohala, Hawai`i. This
project proposes to develop a 25.8-acre parcel to build and rent 161 units serving
up to 60%of the adjusted median income (AMI), and 68 units for households
earning up to 100%AMI. The project will feature a community center and pool,
childcare facility, and landscaped areas. The project intends to apply for LIHTC
funding in the spring of 2023.

Department reviews have been completed and the 201H Application was
submitted to the County Clerk's Office on October 18, 2022 with a request to
place this matter on the November 1, 2022 Planning Committee Agenda.
II. RECENTLY COMPLETED 201H APPLICATIONS
1.Hale Ola 0 Mohouli (TMK No.: (3) 2-4-001:168)
The Hawaii Island Community Development Corporation's (HICDC) 201H
Application for certain exemptions was approved by the County Council Planning
Committee on August 17, 2022 via Resolution 475-22.
HICDC proposes to develop a 9.091-acre parcel in Waiakea, South Hilo, Hawai`i
using a"pocket neighborhood"design with no more than 90 residential units
composed of surrounding common areas to create a sense of community within
the clusters, and central common areas to be enjoyed by the entire development.
The project will consist of 90 units including 30 single story elderly units, and 60
two-story family units with a central community center. The targeted income is
60%AMI and below.
