SUBJECT: QUARTERLY RE T ON 201H APPLICATIONS PER RESOLUTION
431-20 DIRECTING HAWAII COUNTY TO STRATEGICALLY ADDRESS
ITS ESCALATING HOUSING CRISIS WITH URGENCY, DATED JANUARY
22, 2020.
The Office of Housing and Community Development (OHCD) submits the quarterly report as
requested by Resolution 431-20 Directing Hawai`i County to Strategically Address its Escalating
Housing Crisis with Urgency, dated 1/22/20.
The following provides an overview of all pending HRS §201H applications as of January 20, 2024:
I.ACTIVE HRS 4201H APPLICATION
1.Kuakini Heights (TMK(3)7-5-003:007, 8 & 9)
On September 25, 2023, Kuakini Heights Housing Partners, LP submitted a 201H
application requesting approval for certain exemptions. During this quarter, the
application was distributed to various State and County departments for review and
comments. Following department comments, the applicant worked with OHCD to
make various revisions and submitted final revisions to the application on January 4,
2024. OHCD is preparing the application for County Council approval.
The project proposes to develop a 100-unit affordable housing project located in
Kailua Kona, Hawai`i on a 10.529 acre parcel to serve households at less than 60%
of the Area Medium Income (AMI). The project site also includes two other parcels
which plan to develop 97 single-family homes to be sold at market rate.

2.Hualalai Court (TMK: (3) 2-4-028:009)
On April 19, 2023, Hualalai Court, LLC submitted a 201H application requesting
approval for certain exemptions. The Applicant held a community meeting about
the project on June 15, 2023. OHCD accepted the application and distributed it to
State and County agencies for their review and comments on September 28, 2023.
The applicant received support for the project,but has since reevaluated financing
options which may impact the scope of the project. OHCD is working with the
Applicant to proceed with the application when a final determination has been made.
The project proposes to develop a 104-unit affordable housing project located in
Hilo, Hawai`i on a 3.29-acre parcel. The project plans to build and rent 26 units
serving households between 30-50% of the AMI, and 78 units serving households up
to 100% AMI.
