RElse_SMA April 2024 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> PATTY SATHER& STEPHEN ELSE <br /> SPECIAL MANAGEMENT AREA USE PERNHT APPLICATION <br /> (PL-SMA-2024-000048) <br /> PATTY SATHER & STEPHEN ELSE have submitted an application for a Special <br /> Management Area Use Permit to construct a two-story single-family dwelling and related <br /> improvements on a 31,363-square foot shoreline parcel within the Special Management Area. <br /> The subject property is located at 15-1859 Beach Road at its intersection with Ala Heiau Road, <br /> Hawaiian Paradise Park Subdivision, Kea`au, Puna, Hawaii, TMK: (3) 1-5-032:049. <br /> PROPOSED DEVELOPMENT <br /> 1. Request: The applicants proposed development consists of a 2-story single-family <br /> dwelling with one (1) bedroom, kitchen, living area, and two (2) bathrooms, a detached <br /> bedroom connected by elevated lanai to the main house that includes one (1) Bedroom <br /> and one (1) Bathroom, and a single car port adjacent to the main house. Additional <br /> development includes the construction of a separate 2-car garage that includes a detached <br /> bedroom on the second floor, and includes one (1) Bedroom, a family room, and one (1) <br /> bathroom. An additional carport and storage shed will also be constructed. The total <br /> interior finished floor area will be approximately 2050 square feet (sf), 670 sf enclosed <br /> garage, 1240 sf lanai, and 660 sf open sided accessory structures. There is an existing <br /> approximately 24'x50' concrete slab on grade that will remain and will be covered by the <br /> new dwelling and lanai structure. Existing permitted septic and electrical systems will be <br /> reused and can accommodate the new development. There is an existing water catchment <br /> tank residential structures that will be demolished to make way for the new development. <br /> A perimeter site fence will be installed, including gates at driveways, and the existing <br /> rock wall located on the makai side of the parcel will remain unchanged. A well will be <br /> installed mauka of the garage structure within the 15' side yard setback. The existing 5- <br /> foot shoreline access easement pathway along the SE boundary of the property will be <br /> cleared, and signage maintained.
