Aloha Chairperson Lin & Commission Members,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential
impacts on our local communities, particularly in terms of enforceability, inequity, and the
transformation of neighborhoods. As a resident of Kailua Kona, I have witnessed firsthand
the vibrancy and uniqueness of our communities, which I fear are at risk under the current
draft of Bill 121.
Firstly, the enforceability of this bill raises significant concerns. Without adequate resources
and manpower, the Planning Department may find it challenging to effectively monitor
and enforce the new regulations, potentially leading to selective enforcement and inequity.
This could unfairly penalize well-meaning property owners while allowing others to operate
under the radar.
Moreover, the bill introduces restrictions that could transform the character of our
neighborhoods and limit the ability of property owners to utilize their properties as they
see fit. Such restrictions could deter the sense of ohana and community that is so integral
to our way of life here in Hawaii.
In light of these concerns, I respectfully request the Planning Commission to consider the
following recommendations:
Conduct an economic impact study to fully understand the implications of Bill 121 on local
economies and communities.
Recommend the removal of restrictions about where hosts live and where guests stay, as
long as the owner is in the same building, on the same parcel, or on an adjacent parcel.
Recommend streamlining the registration process to make it more accessible for property
owners, without invasive requirements.
These recommendations aim to ensure that any regulations implemented are fair,
enforceable, and in the best interest of all stakeholders involved, including property
owners, residents, and visitors to our beautiful island.

thoughtful dialogue and collaboration, we can find a balanced approach that preserves the
integrity of our communities while accommodating the evolving needs of our island.
