HomeMy WebLinkAbout2024-04-15 Bill 121 S&S Bell From: Stephen Bell To: LPCtestimonv Subject: Bill 121 Date: Monday,April 15,2024 10:35:35 AM April 15,2024 To Whom It May Concern: We are writing in support of Bill 121.This is a much needed improvement on Bill 108 and is a necessary corrective in order to curb the frequently out-of-control vacation rentals that have been very disruptive to our otherwise peaceful residential and agricultural communities.As is well known,many,if not the majority,of the owners of these TARS reside most or all of the time off-island and typically rent to groups of vacationers who only wish to party and have a good time,without any concern for the neighbors and to the detriment of those of us who reside in our homes full time.Thus,an enforceable regulation of TARS is absolutely necessary. We would ask you to please retain the language of the bill which will require that all TARS renting for less than 180 days will be required to register with the County.This is important because it has been our experience that the frequently unscrupulous TAR owners typically"chum through"groups of disruptive vacationers during shorter periods of time.TARS for less than 180 days should not be allowed in residential and agricultural zones.Renters who wish to stay for shorter periods will have the possibility to find lodging in the resort or commercial downtown areas. We would also ask that you retain the requirement for Quiet Hours from 8:00 pm on. Here in Hawaii,many of us who live here full time typically go to bed early.This is in contrast to vacation renters who typically stay up later and are in party mode. In addition,we think that it is important that fines for violations will be high and will be enforceable.This is because,as we know,many or most of the TAR owners are mainly concerned about their monetary gain on their rental properties and do not care about the concerns of the neighbors.Thus,stiff fines will be a necessary part of the equation. Finally,I would like to emphasize that our concerns are shared by the vast majority,if not all,of our neighbors even if not everyone is inclined to write a letter. Thank you for your consideration.
