Aloha Chairperson Lin&Commission Members,
I am writing to you as a disabled resident of Hawai'i County,deeply
concerned about the implications of Bill 121 on my life and the lives
of many in our community.My vacation rental not only provides me with
the necessary income to afford medical travel to the mainland and
cover my co-pays but also supports local businesses,markets,tour
companies,and farms.
During recent electrical grid uncertainties,it was disheartening to
see that while residents faced rolling blackouts,resort hotels like
the Mauna Lam were not asked to conserve electricity,even going as
far as hosting concerts and fireworks shows.This disparity in
treatment raises questions about the accountability of these large
hotels and their influence on legislation like Bill 121,which seems
designed to eliminate competition from smaller operators like myself.
I urge the Planning Commission to consider the following
recommendations to ensure faimess and equity in the regulation of
vacation rentals:
1.Conduct an Economic Impact Study:It's crucial to understand the
full economic implications of Bill 121 on local families and
businesses that depend on vacation rental income.
2. Recommend the Removal of Intrusive Reporting Requirements:These
requirements disproportionately affect small operators and do not
address the root causes of the issues at hand.
3. Recommend Equal Treatment of Property Owners:Whether owners live
on-site or not,all should be treated equally under the law,ensuring
that those of us who contribute positively to the economy and
community are not unfairly penalized.
The current approach seems to overlook the contributions of vacation
rental owners to the local economy and the unique circumstances of
residents like myself.I believe that with thoughtful consideration
and adjustments,we can find a balanced solution that respects the
rights and needs of all stakeholders.
