CALL TO ORDER 6
Vice-Chair Hanoa called the Kaʻū Community Development Plan Action Committee (AC) 7
meeting to order at 5:08 PM. This meeting was held in-person at St. Jude Church and online via 8
Zoom. Quorum was established at this meeting. 9

2. Mass Transit Agency Updates on Multimodal Transportation Plan – Presentation by 43

3. Drafted Mahana Bay Coastline Access Letter – Discussion and decision making on 48
whether to submit the drafted Mahana Bay Coastline Access letter to the Planning 49

Committee Member Morrow and Committee Member Masters formed a PIG to do research 51
and drafted a letter to Director Kern regarding their recommendations and concerns for 52
Mahana Bay. 53
Committee Member Morrow made a motion to submit draft letter with edits based on 54
testimony to Planning Director, Zendo Kern. Motion seconded by Committee Member 55
Williams. Motion passed with 5 votes aye, and 0 votes nay. 56

4. Hawaiian Language Immersion School Update – Presentation by Raylene Moses 58

Raylene Moses provided a presentation and update on starting a Hawaiian language 60
immersion school in Kaʻū. ʻO Kaʻū Kākou was named as a partner to help sponsor and 61
administer the early education program. The idea is to have a prekindergarten classroom, 62
which would be the initial component of this effort. The vision is to eventually have a 63
Hawaiian language immersion campus in Kaʻū. Kahuku Ranch was named as a potential 64
location. 65

5. Update on North Kohala Advisory Group [SEE YOUTUBE TIME STAMP 1:07:40] 67
Committee Member Morrow discussed the North Kohala Advisory Group, a former Action 68
Committee administered by the County, to inform fellow committee members of how they 69
operate. Planner Maryam Palma further discussed the differences between the North 70
Kohala Advisory Group and the Action Committee. Ms. Palma noted that she is working 71
on providing a refresher orientation with all Action Committees. 72

Member Williams. Motion passed 5 ayes; meeting adjourned at 7:12 PM. 84
