From: Ally Rave
To: WPCtestimonv
Subject: TESTIMONY-PUNALUU KA'U HAWAII ISLAND DEVELOPMENT-ALOHA SPIRIT LAW HRS 5-7.5
Date: Thursday,March 7,2024 12:14:38 AM
Aloha-
Mahalo for receiving and considering my testimony.
Any developments in and near the ahupua'a located at Punalu'u and the Ka'u district will be violating the Aloha
Spirit Law HRS 5-7.5 if the Residents and their Aumakua do not agree with how this community is currently
proposed.Expect lawsuits if this moves forward.
The land is very sacred.Building on or near an ancient cemetery will only cause unrest with the spirits and
ancestors, which may affect the health and welfare of your visitors and owners who do not respect the sacred sites.
As we saw with the two resorts near Kahalu'u Beach in Kailua-Kona;the Keauhou Beach Hotel and the Kona
Lagoon, both hotels were demolished because of the desecration to the sacred sites that the hotels covered over-
with no regard to the ancient sites, and hauntings and deaths occurred because of their disrespect.Although the
Keauhou Surf&Racquet Club respected the sites, the Na Hale o Keauhou condo complex is haunted on the north
end units-where people still see night marchers walking through their units mauka to makai, per a previous tenant as
well as realtors who knew that there are bones still buried nearby.
This area of Ka'u has one of the largest heiau, temple complexes and sacred pyramid sites in the area and should be
preserved as a cultural park like City of Refuge, not as a resort or even as private property .I believe building
anywhere in this ahupua'a will stir up the ancestors if not consulted with proper ohana, residents and protocol.
PLEASE be respectful of the unseen forces that the Aloha Spirit Law says to acknowledge,as seeing the unseen and
knowing the unknown is written in the law and must be acknowledged by all parties-especially while on ancient
Hawaiian Kingdom land and royal patents in and around the Ka'u district.
This sacred aina should not be developed,it should be preserved.
There are other locations more appropriate for development and those should be considered BEFORE this is even
given any serious consideration whatsoever.
This is not only sacred for the people, but endangered wildlife is also a very serious factor in this location!
Mahalo for doing what is Pono.
Ms.Ally Raye
Hawai'iResident
Hawaiian Descendant
