From: Meredith Buck
To: WPCtestimonv;Council Remote Testimonv
Subject: Testimony: PL-SMA-2023-046 Punalu'u Development Project
Date: Wednesday, March 6,2024 10:56:08 AM
Aloha,
My name is Meredith Buck and I am a resident of Kailua Kona.I am writing to share my testimony in opposition of
Black Sand Beach LLC's Special Management Area Use Permit Application, submitted for Punalu'u Village. Please
do not approve this project.
In addition to all of the classic issues of land development in Hawai'i—from damage to cultural sites and
environmental impact,to congested roads and exacerbating the housing crisis—there is one thing unique to
Punalu'u.It is the only accessible beach still left largely untouched by this type of development. If the Punalu'u
Village project were to move forward,it would irrevocably change the nature of the beach and the way long-time
residents are allowed to access it.
This project needs a thorough EIS and cultural assessment, but even with both of those I would encourage the
Windward Planning Commission to consider whether it will truly benefit the community of Hawai'i.
Mahalo nui loa for your time and consideration.
Meredith Buck
96740
