Aloha Chairman Lin,
My name is Rochelle Jensen, and I am writing to express my deep concerns regarding the
proposed changes under Bill 121, which directly impact my vacation rental in the Hawaiian
Shores community. As a fully licensed operator under the current directives, I have always
ensured compliance with local regulations, contributing to the local economy by employing
three individuals to manage and maintain the property.
The proposed Bill 121, however,presents significant challenges to my ability to continue
providing these employment opportunities and supporting the local community. The bill's
stringent requirements, such as the affidavit requirement and invasive registration processes,
not only impose undue burdens on operators like myself but also threaten the livelihoods of
those I employ.
In light of these concerns, I respectfully request the Planning Commission to consider the
following recommendations:
Recommend the removal of the affidavit requirement, which places an unnecessary burden on
property owners.
Recommend streamlining the registration process and eliminating invasive requirements,
thereby simplifying compliance for operators.
Recommend removing dangerous signage requirements and protect operators from the public
disclosure of addresses and ownership, ensuring our privacy and safety.
These recommendations aim to address the enforceability, inequity, and human resource
allocation concerns previously expressed by the Planning Commission, while also considering
the transformation of neighborhoods and the lack of data supporting the bill's efficacy.
I believe that with thoughtful amendments, Bill 121 can achieve its objectives without
disproportionately impacting small operators and the local economy. I urge the Planning
Commission to consider the broader implications of this bill on property rights, local
employment, and the community's well-being.
