Aloha Chairman Lin,
I am writing to express my concerns about the potential impacts of Bill 121 on agricultural
tourism, including farm tours and farm stays, which are vital components of our local
economy and culture.
Firstly, agricultural tourism offers a unique opportunity for visitors to connect with our land
and understand the importance of sustainable farming practices. It also provides an
essential source of income for local farmers, helping them to maintain their operations and
preserve agricultural land and not have it turn into suburban sprawl. As part of our
Hamakua CDP, keeping Ag land in Ag is critical to our neighborhood plan. However, the
restrictions proposed in Bill 121 could significantly hinder the ability of farmers to host farm
stays, and farm tours thereby impacting their livelihoods and our agricultural heritage.
I urge the Planning Commission to consider the following requests:
Recommend the removal of restrictions that negatively affect agricultural tourism, ensuring
that farmers can continue to offer farm tours and farm stays without undue burden.
Recommend that Hawaii County conduct an economic impact study to fully understand
the implications of Bill 121 on agricultural tourism and the broader community.
Recommend the inclusion of an undue hardship clause, exempting farmers who
demonstrate that the regulations would put their operations at risk.
By addressing these concerns, we can ensure that agricultural tourism remains a vibrant
part of our community, supporting local farmers and providing enriching experiences for
visitors. It is essential that we find a balance that respects private property rights, supports
sustainable tourism, and preserves the unique character of our neighborhoods.
