Aloha Chairman Lin,
As a proud business owner in Kona and a resident living on agricultural land, I am reaching
out to express my concerns regarding Hawaii Bill 121 and its impact on agritourism
businesses like mine. For over a decade, I have been privileged to share the unique
experience of farm life with visitors to Hawaii Island, contributing to our vibrant tourist
economy and supporting local businesses in the process.
The proposed regulations under Bill 121, however, threaten to undermine the very
foundation of agritourism on our island. By effectively banning vacation rentals on
agricultural land, the bill disregards the positive contributions of businesses like mine to the
local economy and the cultural exchange between residents and visitors. This not only
impacts my livelihood but also diminishes the diversity of experiences available to those
who come to explore the beauty and traditions of Hawaii Island.
In light of these concerns, I respectfully request the Planning Commission to consider the
following recommendations:
Recommend the removal of restrictions that unfairly target vacation rentals on agricultural
land, thereby recognizing the value of agritourism in promoting sustainable tourism and
supporting local agriculture.
Recommend that Hawaii County provide clarity for alternative accommodations such as
those offered by agritourism businesses, ensuring that we can continue to operate within a
fair and supportive regulatory framework.
Recommend the inclusion of an undue hardship clause, recognizing that the enforcement
of these regulations could put agritourism operators at risk of losing their housing and
businesses.
I believe that with thoughtful consideration and adjustments, Bill 121 can be amended to
support the diverse tourism economy of Hawaii Island, including the valuable sector of
agritourism. I am committed to working alongside the Planning Commission and other
stakeholders to find a balanced approach that respects private property rights, supports
local businesses, and preserves the unique character of our island.
