We are Mark&Kristin Adams,homeowners at 76-6340 Kilohana Street, Kailua Kona, HI,96740.Our family
has been engaging in the rental of our home for periods ranging from 31 to 179 days, providing a
significant source of income and allowing us to contribute to the local tourism economy.We stand in favor
of the Planning Director's Recommendation#1,advocating for the definition change of"transient" rentals 4
to thirty consecutive days or less.
This recommendation not only reflects a realistic approach to short-term vacation rentals but also
protects homeowners like us from the potential negative impacts of an abrupt regulatory shift. The
establishment of a threshold at thirty days aligns with existing practices and provides a framework that
we, and many others, have reliably operated within.
Given the potential for Bill 121 to affect our rights and financial well-being as property owners,we assert
the necessity for the commission to consider either the inclusion of a grandfather clause or the provision
of just compensation for those of us who may find our current rental practices nonconforming under new
regulations.

We respectfully request that the Windward Planning Commission endorse the Planning Director's '
recommendation#1 to the County Council,facilitating a seamless transition for all stakeholders involved
in hosted rentals.
