Aloha Chairman Lin,
I hope this letter finds you well. As a concerned resident of our beautiful island, I am
writing to express my deep concerns regarding the proposed Bill 121 . While I
understand the intentions behind this measure, I believe there are critical aspects that
require further consideration to ensure the well-being of our community and the
preservation of our unique way of life.
Firstly, the enforceability of this bill raises significant concerns. The resources
required to monitor and enforce the proposed regulations could strain our already
limited human resources within the Planning Department. This could divert attention
from other critical areas that directly impact our community's welfare.
Moreover, the bill introduces elements of inequity, particularly affecting those who rely
on short-term rentals as a means of supplementing their income. The distinction
between property owners and operators seems arbitrary and could lead to unintended
consequences, further exacerbating the issue of affordable housing on our island.
Lastly, the bill's approach to regulating the location of hosts and guests within
properties seems overly restrictive and infringes on private property rights. Such
regulations could transform the character of our neighborhoods in ways that may not
align with our community's values.
In light of these concerns, I respectfully request the Planning Commission to consider
the following recommendations:
Conduct a comprehensive economic impact study to fully understand the implications
of this bill on our local economy and community.
Reconsider the affidavit requirement, as it places an undue burden on property
owners and operators.
Ensure equal treatment of property owners and operators, regardless of their living
arrangements on the property.
I believe that by addressing these concerns, we can find a balanced approach that
respects private property rights, ensures equitable treatment for all residents, and
safeguards our community's economic well-being.

Commission will carefully consider these recommendations and work towards a
solution that benefits all members of our community.
