Dear Windward Planning Commission,
Rick and Colleen Norris reside at and operate a hosted rental at 75-5789 Pikake Place in Kailua-Kona.The home is
our permanent residence for approximately six months during the year and we host guests for approximately six
months.Ever changing regulations along with higher tax rates and numerous registration fees certainly puts a strain
on our operations. We understand the need for peace in our neighborhoods,but the proposed quiet hour regulations
in Bill 121 don't seem to consider homeowners like us.We should not be required to adhere to stricter requirements
when we are not operating as a hosted rental for one-half of a year. We believe the current state noise ordinances
are adequate and fair.The idea of enforcing separate quiet hours when it's just us at home seems over the top.Our
neighbors can't tell if we're hosting or just living our daily lives,and it's unreasonable for us to live under these
rental rules when we're not renting.We ask for your understanding and to consider exemptions for part-time rentals
like ours when the owners are in residence.Let's stick to the state's noise statutes and keep our communities
welcoming without unnecessary burdens on homeowners.Thank you for considering our perspective.
