Aloha Chairperson Lin & Commission Members,
My name is Janell Moseley, and my 'ohana and I are deeply concerned about the impacts
of Hawaii Bill 121 on our ability to sustain our farm in South Kona through our vacation
rental property. Our small farm, where we grow macadamia nuts, avocado, sugarloaf
pineapple, dragonfruit, and more, is notjust a business but a labor of love and a
commitment to sustainable, organic farming practices. We have learned from our Native
Hawaiian neighbor the most responsible practices of farming for our 'aina.
Our vacation rental in town has been crucial in supporting our farm financially. It has
enabled us to offer locally grown fruits and vegetables at affordable prices to our
community. More so, it has been a platform for us to share our love for Hawaii, off-grid
living, and sustainable farming practices with both our local community and visitors. This
exchange has the potential to be a valuable educational resource, promoting sustainable
living and deeper understanding of the 'aina.
Unfortunately, Bill 121 threatens to strip us of the means to support our farm. Without the
income from our vacation rental, we fear we will not be able to maintain our farming
operations. This is notjust a loss for our family but for the community that benefits from
our produce and the educational value we provide.
Our Requests of the Planning Commission:
We urge the commission to recommend an economic impact study to fully understand the
implications of Bill 121 on small farmers like us who rely on vacation rentals.
We request the removal of restrictions about where hosts live and where guests stay, as
long as the owner is in the same building, on the same parcel, or on an adjacent parcel.
We advocate for the planning commission to recommend streamlining the registration
process and eliminating invasive requirements that do not consider the unique situations of
property owners like us.
We hope you will consider the broader impacts of Bill 121 on families and small farmers
who are committed to sustainable living and contributing positively to our community.
