Dear Chairperson Lin and Members of the Commission,
We are Teri and Rick Price, experienced accountants, and we write concerning the financial
implications of Bill 121 on hosted rentals. Our particular concern is the proposed quiet hours
and the financial fallout they could precipitate for small business operators like us who host
guests in our homes. The issue at hand is that strict enforcement of quiet hours could lead to
a disproportionate number of fines or even temporary shutdowns of hosted rentals.
Such punitive measures could significantly disrupt the expected income for homeowners,
many of whom depend on this supplemental revenue to maintain financial stability. The loss
of income not only affects individual households but could also ripple through our local
economy, reducing discretionary spending and affecting community businesses.
To mitigate this, we recommend a more balanced approach that safeguards neighborhood
tranquility while also protecting the financial integrity of hosted rental operations. The focus
should be on objective noise level assessments rather than subjective interpretations of
"disturbance," thereby preventing unnecessary economic consequences for compliant
homeowners. A financially healthy hosted rental sector is crucial for the broader economic
wellbeing of our island, and we believe that a fair and balanced approach to regulation will
best serve the interests of all parties involved.
