am writing to express my concerns regarding Hawaii Bill 121 and its potential impact on our local economy,particularly the vacation
rental industry.This industry is a significant contributor to the Big Island's economy,providing more than$1.1 billion in economic
impact.Given the magnitude of this contribution,it is crucial that any regulations imposed on this industry are based on a thorough
understanding of the potential consequences.
It has come to my attention that during the Leeward Planning Commission meeting,Heather Kimball acknowledged the need for a
comprehensive,independent,and academically rigorous economic impact study.I strongly support this position and urge the
Windward Planning Commission to consider the importance of such a study before moving forward with any decisions regarding Bill
121.
The complexity and potential impact of this bill on our community and economy necessitate a careful and detailed evaluation.Without
adequate time and a thorough study,we risk making decisions that could harm our economy and the livelihoods of many residents.
Additionally,the inclusion of a member of the vacation rental industry in discussions would ensure that all perspectives are considered,
addressing the public's concerns about the bill.
respectfully requestthat the Commission send Bill 121 back with a recommendation to conduct the necessary economic impact study
and rrwork the language of the bill to reflect a more balanced approach to regulation.
