I respectfully request two critical actions be taken to ensure a fair and thorough evaluation of this measure. First, I urge the Windward Planning Commission to return the bill to the County Council with a strong recommendation to conduct a comprehensive, academically rigorous economic impact study. The numbers being thrown around by old and questionable data need to be checked: For example, the number of STVR units may have been miscounted& exaggerated because many units appear on multiple sites (i.e.,AirBnB and Verbo) and got counted more than once. In fact, during the Leeward Planning Commission meeting, Heather Kimball admitted that a more comprehensive study would be helpful, stating, "I'm not opposed at all." This willingness to conduct unbiased and more thorough research underscores the necessity of a thorough analysis to guide decisions on Bill 121. Second, I request that a member of the Ohana Aina Association be invited to participate in the Q&A sessions regarding this Bill. The conspicuous absence of STVR industry representation in these discussions has been a significant concern to me. Why do only hotel industry lobbyists, hotel unions and mainland corporation interests get a seat at the table? Including a member of the Ohana Aina Association would ensure that the commission benefits from a balanced perspective, incorporating insights from local STVR owners like me who are directly impacted by the Bill. These steps are crucial for a fair review of Bill 121, allowing for better informed decision- making that considers the economic impacts and the voices of ALL stakeholders. The vacation rental industry significantly contributes to the Big Island's economy, and my income &taxes stay right here in Hawai'i rather than profit mainland-owned hotels that are trying to push small businesses like mine out of the market. As a retiree in a state where the cost-of-living is high, I depend on supplemental income to make ends meet. If the intention of Bill 121 is to create more affordable housing for local folks,there will be unintended consequences when my own house becomes unaffordable for me.
