The vacation rental industry is a cornerstone of our local economy, contributing over $1.1 billion in economic impact. Given the significant role this industry plays, it is paramount that any regulations imposed are carefully considered and based on solid, empirical evidence. It has come to my attention that during the Leeward Planning Commission meeting, Heather Kimball acknowledged the necessity of conducting a comprehensive, independent, and academically rigorous economic impact study. This acknowledgment underscores the complexity and potential ramifications of Bill 121 on our community and economy. I'm very concerned how this bill in it's current form will affect our island's economy in terms of local income and local jobs. Many resident hosts I know personally would not be able to meet the very complex rules and regulations presented in this bill. Given the intricate nature of this bill and its far-reaching consequences, it is clear that there is not enough time to conduct a thorough point-by-point evaluation. Therefore, I strongly urge the commission to send the bill back with a recommendation to undertake the necessary study and to refine the bill's language accordingly. Furthermore, it is crucial that a member of the vacation rental industry be included in discussions. Their absence has been a significant source of frustration and concern among the public.
