From: Mark Gordon <br /> To: LPCtestimonv <br /> Subject: Please Support Hawai'i County's Bill 121 re TARS <br /> Date: Saturday,April 20,2024 9:13:23 PM <br /> HI <br /> Please Support the passage of Bill 121 on Transient Accommodation Rentals(TATs)on Hawaii Island. <br /> The following are my comments: <br /> • The proposed Regulation would help to limit TARS especially in residential areas <br /> • Passage of the Bill would help ensure that TAT,GET,property and other taxes are paid at the required <br /> times <br /> • If hotels,resorts and similar are required to pay much higher taxes so should TARS pay their share of these <br /> taxes.Request for renewals should be denied if taxes are not paid or are delinquent <br /> • I agree TARS should NOT receive the real property tax homeowner exemption, since their property is being <br /> used for paid accommodations <br /> • Agree that owner hosted TARS should pay less for the initial and annual registration fees,since the owner <br /> can better manager compliance with County and other regulations than operator hosted and especially more <br /> than unhosted <br /> • There WOULD NOT,in my opinion,be any financial difficulty paying the County registration fees,as well <br /> as taxes since the revenue generated from these TARS would be more than sufficient to cover required taxes <br /> and fees <br /> • The proposed penalties for non compliance are very reasonable.As a safety professional,OSHA and EPA <br /> penalties are much higher and may even be assessed on a Daily basis for continued non compliance. <br /> • County should consider Daily financial penalties for continued non compliance <br /> Thank you for allowing me to share my comments/testimony. <br /> Appreciate your Support and Passage of Bill 121. <br /> Mark S.Gordon <br /> Waikoloa HI. <br />
