As a resident deeply invested in the well-being of our island, I believe it is crucial to address the issues of Enforceability, Inequity, and the Transformation of Neighborhoods that this bill presents. Firstly, the bill's current form may inadvertently create a system that is difficult to enforce, placing undue strain on our Planning Department's resources. It is essential that we consider the human resource allocation and ensure that our department staff are not overwhelmed by the requirements of enforcing this bill. Secondly, the bill introduces a level of inequity among property owners. It is vital that we advocate for equal treatment of property owners who live on-site and those operators who, while not owning the property, live on-site as lessors or caretakers. This approach respects the principle of fairness and acknowledges the diverse ways our community members contribute to the local economy and housing market. Lastly, the transformation of neighborhoods into predominantly short-term rental areas could significantly alter the fabric of our communities. It is important to strike a balance that allows for the growth of tourism while preserving the character and livability of our neighborhoods. Therefore, I respectfully request the Planning Commission to consider the following recommendations: Recommend the removal of restrictions about where hosts live and where guests stay, ensuring flexibility as long as the owner is in the same building, on the same parcel, or on an adjacent parcel. Recommend streamlining the registration process to eliminate invasive requirements, making it easier for homeowners to comply without compromising their privacy. Recommend the inclusion of an undue hardship clause to protect homeowners at risk of losing their housing due to the enforcement of this bill. These recommendations aim to address the concerns raised while ensuring that the regulations are fair, enforceable, and respectful of private property rights.
