As a resident deeply invested in the well-being of our community, I urge the commission to consider the following recommendations to ensure that the regulations serve the best interests of all Hawaii County residents. Firstly, the bill's current approach to regulating short-term rentals appears to lack a comprehensive understanding of its economic impact. I recommend that the commission conduct an economic impact study to fully grasp how these regulations will affect local families and the broader community. Such a study is crucial for making informed decisions that balance the needs of homeowners with the broader goals of the county. Secondly, the bill's requirements, such as the affidavit requirement and invasive registration processes, pose significant challenges for property owners. These requirements not only infringe on private property rights but also allocate substantial human resources from the Planning Department, which could be better used elsewhere. I urge the commission to recommend the removal of the affidavit requirement and the streamlining of the registration process to make it more accessible and less burdensome for homeowners. Lastly, the bill's approach to enforcing regulations on short-term rentals raises concerns about inequity and the transformation of neighborhoods. It is vital that the commission recommends equal treatment of property owners, regardless of whether they live on-site or not. Additionally, removing restrictions on where hosts live relative to their guests will help preserve the unique character of our neighborhoods while still allowing homeowners to benefit from short-term rentals. In conclusion, I believe that with careful consideration and adjustments, Bill 121 can be amended to better serve the interests of Hawaii County's residents.
