HomeMy WebLinkAbout2024-04-18 Bill 121 Barbara Bowling From: barb To: LPCtestimonv Subject: Short term rentals Date: Thursday,April 18, 2024 9:30:47 AM Chairperson Barbara Defranco Leeward Planning Commission County of Hawaii 25 Aupuni St. Unit 1502 Hilo, HI 96720 Aloha Chairperson Lin & Commission Members, I am writing to express my concerns regarding the proposed changes under Hawaii Bill 121, specifically those that could negatively impact short-term rentals in designated areas. Our community has greatly benefited from these rentals, and I believe it is crucial to consider the broader implications of restrictive measures. Short-term rentals have proven to be a vital part of our local economy, providing significant employment opportunities for residents and contributing to the diversity of our tourism industry. Unlike traditional hotel accommodations, short-term rentals offer visitors a unique and personalized experience, allowing them to immerse themselves in our local culture and communities. This not only supports our economy but also promotes a deeper understanding and appreciation of our island's heritage. Furthermore, property owners who operate short-term rentals are committed to maintaining their properties to a high standard, ensuring that guests have a safe and enjoyable stay. This commitment extends to the neighborhoods in which these rentals are located, contributing to the overall well-being and attractiveness of our communities. In light of these considerations, I respectfully request that the Planning Commission: Recommend the removal of restrictions about where hosts live and where guests stay, as long as the owner is in the same building, on the same parcel, or on an adjacent parcel. Recommend streamlining the registration process and eliminating invasive requirements that do not directly contribute to the safety or quality of short-term rentals. Recommend that Hawaii County provide clarity for tiny homes, tents, trailers, and other alternative accommodations, recognizing their value in diversifying our tourism offerings and providing affordable options for visitors. By supporting these recommendations, we can ensure that short-term rentals continue to thrive in designated areas, providing economic benefits, employment opportunities, and a unique tourism experience that distinguishes our island from other destinations. Mahalo for considering my perspective on this important issue. With warmest aloha, Barbara Bowling 808-707-9444
