In addition, there are parcels listed as complete conservation (3)9-5-019:024, :030, (3)9-6-001:006, (3)9-6-002:038. I include these as well, as unsure of the owner's complete intent with these areas (water sourcing for commercial use, resort style landscape etc.?) This area most often known as"Punalu'u, Ka'u" has long been the subject of issue, beginning in 1969 when the Land Use Commission amended the land use district boundaries from Agriculture and Conservation to Urban (Enc.Attach.A69-224—final). C. Brewer and Co. proceeded to demolish or cover almost all of the cultural, historic, spiritual and burial sites. Following,the area was hit with the tsunami of 1975, bankruptcy multiple times, a contested litigation by Punalu'u Preservation Inc., a Hawaii non-profit corporation; Margaret McGuire; and Palikapu Dedman, into the hands of the current owner Black Sand Beach LLC, Eva Liu, and so the cycle continues. On May 1, 2007 Hawaii County Council Bob Jacobson introduced to the County Finance Committee RESOLUTION 169-07 known as the"Keolalani Hanoa Resolution"calling for the protection of the coastal areas and adjacent lands at Punalu'u utilizing the county's Public Access, Open Space and Natural Resources Preservation Fund (Enc.Attch.Keola[aniHanoaResolution). The council measure authorized Mayor Harry Kim's administration to buy 150 acres at the beach and 2,000 feet inland, but it did not give the administration power to force a sale. Owner Pat Blew of Sea Mountain would not sell(https://archives.starbutletin.com/2007/09/20/news/story0l.htmt and mailed hard copy). There were also attempts by the National Park Service to buy the land. As a resident of the area and someone who frequents this part of the Island within the vicinity of Punalu'u, Ka'u, it seems obvious of its tremendous cultural, environmental, historic and spiritual place on Moku O Keawe,the Island of Hawaii. The mauka Heiau of Imakakaloa (Heiau Hula) and Makanau, and makai Kane'ele'ele, plus several more I have not personally seen. When 1 considering this area and making decisions it is important to look at the entire ahupua'a of which there are several.The submission to SHPD needs to be completed, as does an updated EIS. The current conditions of the area need fundingfor clean-up,fire mitigation (which has started)and preservation,with no further impact or development on the land, including gating and divisional entrance. The Ka'u CDP is very clear about the values of the people; follow its guidelines. Other issues concerning sewage/wastewater,flora/fauna endangered species etc. are being addressed in the contested cases(PL-CCH-2024-022,-023,-24), but would also fall under the general public and the need for an updated EIS.
