The proposed <br /> development poses significant threats to the cultural heritage, ecological diversity, and <br /> overall well-being of the local community. <br /> Punalu'u is a place of immense cultural significance, celebrated for its breathtaking beauty <br /> and unique ecological diversity. It serves as a vital nesting ground for endangered species <br /> such as hawksbill sea turtles, green sea turtles, Hawaiian monk seals, native bees, and <br /> orange-black damselflies. Any disturbance to this delicate ecosystem would result in the <br /> loss of invaluable biodiversity and disrupt the natural balance that has thrived for <br /> generations. <br /> The developers' reliance on outdated environmental analyses and their failure to <br /> adequately address the concerns of the local community is deeply troubling. The permit <br /> application submitted to the county fails to acknowledge the potential harms to our <br /> residents and the fragile ecosystem of Punalu'u. The projected increase in traffic and influx <br /> of visitors would not only degrade our quality of life but also exacerbate existing challenges <br /> faced by our community and the fragile ecosystem of Punalu'u. <br /> Members of the local community have raised valid concerns regarding the lack of a <br /> comprehensive disaster mitigation plan, inadequate consideration of emergencies such as <br /> fire, floods, tsunamis, earthquakes, and volcanic eruptions, and the absence of a burial <br /> treatment plan to protect our ancestors. Additionally, the leakage of sewage into our <br /> ocean further underscores the need for thorough environmental sustainability measures. <br /> As the proverb goes, "Ku ka hale i Punalu'u, i Ka-wai-hu-o-Kauila," highlighting the <br /> importance of water resources in sustaining life and community. The pristine waters of <br /> Punalu'u, symbolized by the waihu of Kauila, are not only a source of sustenance but also a <br /> sacred connection to our ancestors and a beacon of hope for future generations. <br /> Furthermore, the proposed development threatens to lead to overpopulation, increase <br /> land taxes, and drive out local residents, thus undermining the very fabric of our <br /> community. The decision-makers bear a substantial responsibility, and they must prioritize <br /> the preservation of cultural heritage, ecological diversity, and the well-being of the Ka'u <br /> community and the sacred lands of Punalu'u. <br /> In conclusion, I respectfully urge the Windward Planning Commission to reject the <br /> proposed development by Puna Black Sand LLC and uphold our duty to protect the <br /> cultural heritage, ecological diversity, and well-being of our community and sacred lands. <br />
