To the Windward Planning Commission,
I am writing to express my strong opposition to the proposed development by Puna Black
Sand LLC in the sacred lands of Punalu'u, situated in the district of Ka'u. The proposed
development poses significant threats to the cultural heritage, ecological diversity, and
overall well-being of the local community.
Punalu'u is a place of immense cultural significance, celebrated for its breathtaking beauty
and unique ecological diversity. It serves as a vital nesting ground for endangered species
such as hawksbill sea turtles, green sea turtles, Hawaiian monk seals, native bees, and
orange-black damselflies. Any disturbance to this delicate ecosystem would result in the
loss of invaluable biodiversity and disrupt the natural balance that has thrived for
generations.
The developers' reliance on outdated environmental analyses and their failure to
adequately address the concerns of the local community is deeply troubling. The permit
application submitted to the county fails to acknowledge the potential harms to our
residents and the fragile ecosystem of Punalu'u. The projected increase in traffic and influx
of visitors would not only degrade our quality of life but also exacerbate existing challenges
faced by our community and the fragile ecosystem of Punalu'u.
Members of the local community have raised valid concerns regarding the lack of a
comprehensive disaster mitigation plan, inadequate consideration of emergencies such as
fire, floods, tsunamis, earthquakes, and volcanic eruptions, and the absence of a burial
treatment plan to protect our ancestors. Additionally, the leakage of sewage into our
ocean further underscores the need for thorough environmental sustainability measures.
As the proverb goes, "Ku ka hale i Punalu'u, i Ka-wai-hu-o-Kauila," highlighting the
importance of water resources in sustaining life and community. The pristine waters of
Punalu'u, symbolized by the waihu of Kauila, are not only a source of sustenance but also a
sacred connection to our ancestors and a beacon of hope for future generations.
Furthermore, the proposed development threatens to lead to overpopulation, increase
land taxes, and drive out local residents, thus undermining the very fabric of our
community. The decision-makers bear a substantial responsibility, and they must prioritize
the preservation of cultural heritage, ecological diversity, and the well-being of the Ka'u
community and the sacred lands of Punalu'u.
In conclusion, I respectfully urge the Windward Planning Commission to reject the
proposed development by Puna Black Sand LLC and uphold our duty to protect the
cultural heritage, ecological diversity, and well-being of our community and sacred lands.
