I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential
impacts on our local economy, particularly the vacation rental industry. It is well-known
that this industry contributes over $1.1 billion to the Big Island's economy. Given the
significant role it plays, it seems highly inappropriate to regulate such a vital sector without
first conducting a comprehensive, independent, and academically rigorous economic
impact study.
During the Leeward Planning Commission meeting, Heather Kimball acknowledged the
necessity of this study, agreeing to its conduct. This acknowledgment underscores the
complexity and potential ramifications of Bill 121 on our community and economy.
Therefore, it is imperative that the bill be returned with a recommendation for a thorough
study and reevaluation of its language.
Furthermore, the inclusion of a member from the industry during the commission's
question and answer sessions is crucial. The current lack of industry representation is a
significant concern and contributes to the public's frustration with the bill. Ensuring that all
stakeholders have a voice in this process is essential for a fair and balanced approach to
regulation.
Given the limited time for a detailed evaluation of this complex bill, I urge you to consider
these points seriously and advocate for a more informed and inclusive approach to its
