Matt Raimi,AICP I President + Principal
Matt is the founder of R+A and has over 25 years of planning experience across the
country. He has directed numerous comprehensive plans, specific plans, corridor
plans, vision plans, healthy community plans, and other complex planning projects
throughout the country. Matt is an expert in creating inclusive and authentic public
planning processes and creating more equitable, resilient, and sustainable cities. Matt
worked on the Kaua'i General Plan and is currently leading the Primary Urban Center
Development Plan in Honolulu and the Central Maui Community Plan.
Simran Malhotra,AICP,AAIA I Vice-President + Principal
Simran's background in planning, urban design, and architecture brings a distinctive
P1 design perspective to all her projects leading to the creation of vibrant, attractive, and
thriving places. She has authored plans for many types of urban environments, in
particular, TOD/mixed use districts, downtowns, historic and residential
neighborhoods, commercial corridors, and educational campuses. These community-
based planning and urban design efforts have achieved notable implementation.
Kym Dorman I COO + Principal
Kym Dorman is a leading social sector consultant who excels at conducting
evaluations, needs assessments, and developing planning processes for complex
community efforts that emphasize organizational and community capacity.With 20
years of experience as an applied researcher and facilitator, Kym's professional
expertise spans a range of issues, including education, community health and
wellness, health care access, and active transportation.
Ron Whitmore, PhD,AICP I Principal
Ron brings 25 years of public sector planning, private consulting, and non-profit
experience. Ron has led a variety of complex planning projects, including General
Plans, community plans, suitability analysis, climate adaptation plans, and housing
plans. For 13 years, he played senior leadership roles in the Planning and Research &
T,i Development departments in Hawai'i County.As Principal Planner and Interim
Manager of the Long Range Division, he led the General Plan, community plan, and
CIP programs. Ron was also project manager for the Ka'u Community Development
Plan, which was recognized with a Hawai'i APA Best Practice award for its
groundbreaking engagement and implementation-focused design. He is currently
managing the Climate Adaptation Plan for the County of Kaua'i and the Central Maui
Community Plan.

Walker Wells,AICP, LEED AP, EcoDistricts AP I Principal
Walker Wells is an industry-leading expert in urban sustainability, climate action,
green building, and renewable energy. He has experience working with local
governments, affordable housing developers, community-based organizations, and
non-profits across the country to further sustainable development practices via
technical assistance, charrettes, stakeholder facilitation, and developing public policy.
He is a lecturer in green urbanism at the Claremont Colleges and the UCLA Urban
Planning Program
Eric Yurkovich I Principal
Eric Yurkovich has over 15 years of experience as a community planner focused on
issues of sustainability, climate change, and urban planning. He specializes in
developing comprehensive plans, adaptation and resiliency plans, and sustainability
master plans. He has led the South San Francisco General Plan Update, Culver City
General Plan, Seaside General Plan, Indio General Plan, North Bayshore Precise Plan,
East Whisman Precise Plan, Santa Monica Climate Adaptation Plan, and the Gary
Comprehensive Plan. Eric is currently the technical lead for the Climate Adaptation
Plan for the County of Kaua'i.
Chris Sensenig,AICP I Senior Associate
Christopher Sensenig is a passionate urban designer dedicated to making meaningful
places.As a graduate student at Cal and as a professional, Chris focuses his work on
creating livable neighborhoods and increasing opportunities for participation and
social interaction in the neighborhood landscape through projects that include street
design, mixed use multi-family housing, transit-oriented development, and
neighborhood planning. During his 15 plus years of experience, Chris has worked on
a variety of projects including specific plans, street designs, master plan
developments, zoning ordinance updates, feasibility studies, project entitlements and
schematic design on architecture projects.
Troy Reinhalter, LEED Green Associate I Associate
Troy Reinhalter is an accomplished urban designer and planner with a decade of
r experience in the West Coast planning context. Since 2009, Troy has worked on
general plans, community plans, specific area plans, and design guideline efforts. He
brings expertise in strategic planning, policy development, form-based codes, GIS,
r graphics, community engagement, and implementation.Troy has worked in Hawai'i
for the last half decade on various projects around the state. Troy is currently
managing the Primary Urban Center Development Plan in Honolulu.
Alessandra Lundin I Associate
Alessandra is associate with an interest in sustainable community planning and urban
design. She has expertise in community outreach, urban design, zoning, land use
planning, community visioning, and climate change. With nearly a decade of
experience working with public sector clients, she is adept at coordinating diverse
stakeholder groups and facilitating joint agreements.

Paige Kruza I Research Associate
Paige is an applied researcher with expertise in quantitative, qualitative, and
geospatial data analysis, as well as 15 years of experience working with community-
based organizations to support racial, economic, and gender justice /equity. Prior to
joining R+A, Paige worked at the Alameda County Public Health Department, the San
Francisco Department of Public Health, and the California Department of Public
Health's Office of Health Equity/Health in All Policies Task Force.
Meghan McNulty,AICP I Senior Planner
Meghan is a Senior Planner with an interest in land use planning and urban design.
She has experience developing general plans, specific plans, and community plans for
cities throughout California. She is adept at writing plans and reports, engaging with
communities, and designing graphic materials. Her interests include placemaking,
parks and public spaces, and rustbelt cities.
Melissa Stark, AICP I Senior Planner
m Melissa's passion for working with diverse communities fuels her interest in planning
and urban design. She has a diverse background working for local governments
across California, creating design and visioning studies, developing innovative policy
solutions, and coordinating inclusive and targeted community engagement. Melissa
has experience working on projects ranging in size from comprehensive general plan
updates to small scale community vision plans.
Juan Reynoso I Senior Planner
Juan Reynoso is an urban planner and public health professional who specializes in
health equity and environmental justice. He brings a diverse range of experience in
healthy communities planning across the public, private, and non-profit sectors.Juan
is passionate about transforming communities into health-promoting and climate-
resilient places where all people have an opportunity to thrive.
Sami Taylor, EcoDistricts AP I Senior Sustainability Planner
Sami Taylor has an extensive background in sustainable policy and planning and
brings with her seven years of experience in a variety of sectors including local
government and private institutions.With experience spanning each component of
sustainability, she enhances sustainability planning work and has coordinated the

Jasmine Williams,AICP I Senior Designer/Planner
A talented planner and urban designer, Jasmine has worked with multiple
municipalities and government entities, both domestically and internationally. Her
work is rooted in her drive to create vibrant and sustainable built environments.
Because of her multi-sectoral and interdisciplinary experience with cities and
consulting firms, she has developed a unique understanding of urban environments
and the ability to express ideas across different fields coherently and effectively.

Antara is a planner and an architect with an interest in sustainable community

sensibilities with a social conscience help understand unique contexts and create

Wenhao Wu, LEED Green Associate I GIS Specialist/Senior Planner
Wenhao is a GIS specialist who specializes in geospatial analysis, mapping, and
interactive visualization, as well as urban design. He has experience in comprehensive
planning and design at various scales and has been applying GIS technologies
ArcGIS, UrbanFootprint, and others) across different project phases.

Robyn works on all aspects of climate action and adaptation plan development,
including the preparation of GHG inventories, GHG reduction tool and measure
analysis, hazard and social vulnerability assessment, community engagement, and
plan drafting. Recent projects Robyn serves as key staff for are climate action and
adaptation plans for the City of Petaluma, City of Ventura, City of Beverly Hills, and
County of Kaua'i.
Lillian Mensah I Intermediate Planner
Lillian is an urban planner &designer with previous experience in the public sector
working on neighborhood plans and development projects. Here she worked with
various stakeholders to facilitate meaningful processes and outcomes. She is
particularly committed to designing and building systems for vulnerable citizens.
Lillian is passionate about community engagement that is sincere and mutually
beneficial. She is also interested in creating public spaces that are inclusive,joyful,gP P j Y

Michelle Hernandez, LEED Green Associate I Planner/Designer
Michelle is a planner and designer with a passion for interdisciplinary approaches that
incorporate sustainability into all areas of planning. She believes that equitable
collaboration is necessary in designing adaptive and resilient communities. Michelle
has experience in the development of comprehensive plans, specific plans, and
sustainable design, and in creating and facilitating community engagement efforts for
a variety of projects.

Gopar I Research Analyst
Jennifer is a Research Analyst with a passion for environmental health. She has a
background in environmental studies and public health, including experience in
respiratory health and air quality research with USC's AIRE Study Team. Her research
experience and experiences interning for nonprofits in the Eastern Coachella ValleyVLhavecreatedanenvironmentaljusticeandequitylensthatinformsherwork. She
centers approaches that are culturally informed, and which seek to actively engage,
empower, and increase the health of marginalized communities and diverse
populations.

Christian Ledezma I Intermediate Graphic Designer
Christian's approach to graphic design is to be accessible and inclusive, eliminating
the disparity between complex and simplistic. Christian's work has included branding,
information design, publication design, web design, campaign creation, research
studies, mapping color templates, and brand/strategy consultations. Some of
Christian's recent projects include developing climate hazard factsheets for the Kauai
Climate Adaptation Plan.

Raimi + Associates has expertise in preparing zoning codes, subdivision codes, design standards and
form-based districts as part of comprehensive code updates, master plans, and general plan updates. Our

Downtown Core Master Plan(Thousand Oaks,CA)
Simran, as the urban design lead,prepared a Master Plan for a 60-acre area in and around the Thousand Oaks City Hall and
Civic Arts Plaza to create a vibrant 18-hour downtown with a mix of civic, retail, entertainment and mixed uses. The project
also included the redesign of the major arterial that bisects the area as a Complete Street with amenities appropriate for a
Downtown. Working with a team of real estate economists, architects and transportation experts,she evaluated various land
uses, development concepts for a City-owned parcel, and regulatory and parking constraints for the project area.
Nason Street Corridor Phase II(Moreno Valley,CA)
Simran led the SCAG-funded effort to develop a comprehensive design strategy for a town center on a 60-acre parcel of
City-owned property in Moreno Valley. The project included extensive community engagement and visioning that led to
two distinct design alternatives. The City has since selected a developer to implement the Plan.
River Road Design Framework and Development Code(Eugene,OR)
Simran worked with SERA Architects to implement the vision of the River Road/Santa Clara Community Plan in the City of
Eugene through the writing of a new Special Area Zone and associated development code for the River Road Corridor in
the City of Eugene. The River Road Development Code engages critically with the development of"middle housing"types
and the implementation of H.B.2001 in Oregon.
Urban Design Framework and Downtown Development Code(Beaverton,OR)
Simran worked with SERA Architects to prepare a Development Code for Downtown Beaverton that builds on the Urban
Design Framework and Design Principles that were developed in Phase 1 ofthe project. This Development Code establishes
the zones, use regulations, development and design standards for the parcels within the Downtown area to promote
quality site planning and building design, facilitate development. The Development Code meets the State of Oregon
requirements for providing a non-discretionary pathway with Clear and Objective Standards for housing projects as well
as an option to gain design flexibility with a limited discretionary review.
Palmdale High Speed Rail Station Area Plan(Palmdale,CA)
Simran served as the project manager for the Station Area Plan for the planned high speed rail multi-modal
station in Palmdale. In partnership with the California High Speed Rail Authority and the City of Palmdale, Simran
collaborated with Parsons(the prime consultant)to develop a strategy for the transformation of the station area into
an authentic, walkable, mixed-use urban center. Simran led the effort to prepare a land use and design plan as well
as zoning and design regulations that were incorporated in an updated Transit Area Specific Plan.

REACH Ashland Youth Center Evaluation(County of Alameda)
Since 2076, Kym has been leading the annual evaluation of REACH programming, its impact on disenfranchised and
vulnerable youth, and the cross-disciplinary REACH partnership. Key highlights of evaluation have included: analyzing
individual-level attendance, participation, and COST referral data; revising the Results/Evaluation Framework; revising
and analyzing the annual REACH Member Survey, conducting interviews and focus groups with youth, staff, and family
members, and preparing final evaluation reports and presentations.
Calistoga Community Schools Initiative Evaluation(UpValley Family Centers)
Kym serves as project director. Calistoga Community Schools Initiative (CCSI) is a collective impact effort that brings
together partners and resources in key areas affecting education, health and wellness. This public-private partnership
includes the school district, local government, and nonprofits. Kym worked with the CCSI collaborative partners to update
the initiative's logic model and develop an evaluation plan that includes metrics to measure the impact of CCSI.
Process Evaluation of Implementation of the Santa Clara County Community Health Improvement Plan(Santa Clara
County Public Health Department)
Kym served as project director for the process evaluation of the Countywide Community Health Improvement Plan. Using
a collective impact approach,the process evaluation used mixed methods including a collaborative partner survey and key
leader interviews to understand the strengths and challenges of this collaborative effort.
University of California,Berkeley School of Public Health,Best Babies Zone Initiative Evaluation
Served as project director to evaluate the place-based Best Babies Zone Initiative (BBZ). Conducted extensive surveys
and interviews with community partners in Oakland, Cincinnati, and New Orleans to define on outcome evaluation that
establishes shared baseline measures relevant to the project's community sites to demonstrate impact over time.
Strong,Prosperous,and Resilient Communities Challenge(SPARCC) Evaluation
Funded by the Robert Wood Johnson Foundation, Ford Foundation, The Kresge Foundation, JPB Foundation, and the
California Endowment,SPARCC is a multiyear,multi-site,systems-change initiative to develop a national narrative related
to improving regional equity. The SPARCC initiative is supporting local efforts to ensure that new infrastructure and built
environment investments lead to equitable and health opportunities for local residents and prepare communities for the
challenges of climate change. Kym has provided oversight on the process and outcome evaluations at both the initiative-
and site-level. This work includes the development of an overall measurement strategy, an initiative-level logic model,
a set of integrated measures, site-specific evaluation plans, participation in learning convenings, and preparing regular
reflection memos for project partners.
San Jose COVID-19 Recovery Task Force(City of San Jose)
Kym worked with the City of San Jose to develop a strategy to engage residents, community members, and businesses
on matters of COVID-19 economic and social recovery, to engage those most impacted by the pandemic. This included
facilitation of monthly Recovery Task Force meetings and subsequent working groups/committees that concluded with
final recommendations from the Task Force to the City Council.
San Mateo County Community Collaboration for Children's Success(San Mateo County Health System)
Kym led the planning process for the CCCS initiative, which identified community-supported, evidence-based strategies
to improve outcomes for children, youth, and families who disproportionately experience trauma and who have been
involved in the child welfare and/or criminal justice systems in San Mateo County. The place-based, trauma-informed
planning process developed community-specific action plans for four neighborhoods within North Fair Oaks/Redwood
City,South San Francisco, East Palo Alto,and Daly City. The planning process involves extensive community engagement
with youth (73-24 years old), parents and caregivers of children and youth 0-24, and multi-sector youth and family
focused community-based organizations and service providers.
Santa Clara County County of Santa Clara,Office of the County Executive Transportation Needs Assessment
Led with Nelson/Nygaard to conduct the Santa Clara County Transportation Needs Assessment that focused on six key
populations. Kym led the community engagement efforts for the 6 key populations for the assessment, which included
young people in foster care,people receiving health and/or social services, and people being released from the County's
jail. Through the engagement,the team collected and analyzed 734 surveys, 7focus groups,and 12 stakeholder interviews
that resulted in overall findings and population-specific findings
Santa Clara County Children's Health Assessment Primary Data Collection and Facilitation
R+A worked with the Public Health Department to lead a qualitative assessment of children's health in Santa Clara
County. We conducted 19 focus groups, 30 key leader interviews, and collected over 7,000 surveys to understand more
about the social determinants that affect children's health outcomes across the county. Focus groups were conducted in

DESCRIPTION Rai mi+Associates was selected by the City and County of Ho noIulu CLIENT
to prepare a comprehensive update to the Primary Urban Center Development Plan City and County of Honolulu
PUC DP). The plan area stretches from Kahala to Pearl City, is home to 440,000 SERVICES
people, 19 distinct neighborhoods, and comprises essentially all of Oahu's highly Comprehensive planning,
urbanized areas. The PUC DP presents a vision and a clear set of planning policies, Sustainability, Implementation,
guidelines, and implementation actions for the future of Oahu's most diverse and Public outreach
populous region. The PUC DP's policies and maps form the foundation for future TIMELINE
projects and development, infrastructure planning, zoning, and other City codes 2017- Present

DESCRIPTION Raimi + Associates(R+A)supported the County of Kauai Planning CLIENT
Department by serving as strategic advisors and health experts for their General Kauai County Planning
Plan Update. Kauai, the fourth largest Hawaiian island by area, is mostly rural and Department
undeveloped and is best known for its rugged natural beauty and quaint small towns
and villages. R+A reviewed the administrative draft of the General Plan Update, SERVICES
advised on the structure,organization,and content of the document,and facilitated General Plan Update Support, Plan
a series of working meetings with Kauai government agencies health related topics Review, Plan Recommendations,
including climate change, healthy food, equity, and economic development. R+A Health Training, Staff Support,
then provided detailed recommendations and revisions to the General Plan that
included edits to the plan's language, reorganization of content and drafting of key TIMELINE
policy sections. In conducting the review, R+A staff provided capacity building to 2016
the Kauai Planning Department on General Plan best practices.Finally, R+A provided

DESCRIPTION Raimi + Associates led a multi-disciplinary team of consultants CLIENT
to prepare a Specific Plan for the approximately 53-acre TOD area on the border of City of San Leandro
San Leandro and Alameda County. The project area boundary is consistent with the
Potential Priority Development Area (PDA) boundary established through the regional SERVICES
Plan Bay Area process, which includes the Bay Fair BART station and three major Corridor Planning, Design
shopping centers— Bayfair center, Fashion Faire Place, and Fairmont Square. A critical Guidelines, TOD Planning
component of the project was directly coordinating with the top land owners in the
area to ensure safe pedestrian crossings and access,implement architecture and urban TIMELINE
design that activates public space, and support the area's transition into a walkable 2015 - 2018
mixed-use transit center. The project included targeted outreach and coordination
with stakeholders, property owners, and city staff and elected officials, an extensive CONTACT
