have been placed on your list of qualified consultants in previous fiscal years, and hope to once again be placed into
consideration for future Community Planning tasks in the upcoming year. Our qualifications and past projects show how

In 1987 Victor Dover co-founded the firm that became Dover, Kohl &Partners,
and he serves as Principal-in-charge. Along with his partner Joseph Kohl, Mr.

JOSEPH KOHL, CNU-A I FOUNDING PRINCIPA`
Joseph Kohl was among the founders who, in 1987, established the firm that
became Dover, Kohl &Partners. Concerned with ever-increasing suburban
sprawl,Joe and Victor Dover began designing sustainable streets,towns,
and regions for municipalities and private clients across the country and
internationally.Together,they have developed a successful public design
process,combining cutting-edge visualization techniques with community
participation strategies.
i Joe is recognized nationally as an innovator in urban design and graphic
communication. He pioneered the use of computer simulations for urban
4 design projects,winning several national awards for his work. He is known for
l his expertise in applying graphic techniques to development ordinances, and

JASON KING,AICP, CNU-A I PRINCIPAL & SENIOR DIRECTOR
Jason King serves as Principal and Senior Project Director at Dover, Kohl &
Partners. He has directed multidisciplinary teams around the country and has
served as the project director and prime author on over 200 plans for cities,
towns, neighborhoods, and corridors. He has led several virtual charrettes
across the U.S. since the appearance of COVID and the first virtual charrette
in Missoula, Montana in March of 2020 according to the National Charrette
Institute.
From the first plan he worked on for the Tarautao Islands of Thailand,to the
multiple plans he authored in Coastal Louisiana, Southeast Florida, and the
American Southwest,Jason's work has focused on social, economic,and

KENNETH GARCIA, AICP, CNU-A I SENIOR DESIGN LEAD
Kenneth has been with Dover, Kohl &Partners since 2007 and has participated
in over 75 design charrettes. He produces many of the firm's illustrations
and renderings, using a combination of computer graphics and traditional
watercolor techniques. He oversees the design efforts by staff in the Coral
Gables studio,trains team members, and assists firm principals and project
directors with assuring the best quality in the work at Dover, Kohl &Partners.
Kenneth received both his Master of Architecture and his Bachelor of
Architecture from Andrews University, a leading center for the study of New
ti Urbanism. He is CNU-Accredited by the Congress for the New Urbanism (CNU),

and is a Certified Charrette Planner through the National Charrette Institute.Al Kenneth grew up in Costa Rica and Mexico, and is fluent in Spanish.

Master of Architecture Downtown Oakland Specific Plan: Senior Town Planner
Andrews University The Plan Downtown Oakland project is an interactive planning process for the
Berrien Springs, Michigan creation of a Downtown Specific Plan. In October 2015, DK&P led a well attended
Bachelor of Architecture 9-day charrette located in a storefront in the heart of downtown.Working with a
Andrews University group of equity specialists,the Plan was relaunched in 2017. Kenneth serves as
Berrien Springs, Michigan town planner and illustrator for this project.
ROFESSIUNAL Capitol Corridor Plan Lansing, MI: Project Manager, Illustrator
EXPERIENCE The Capitol Corridor plan extends approximately 19 miles from the capitol
Town Planner&Urban Designer building to the town of Webberville. Spanning 10 municipalities, the corridor

Certified Charrette Planner,2007 and Partners created a design for streetscape improvements that provided
more street trees for shade and wider sidewalks.These wider sidewalks
contain more space for seating,street furniture, and other amenities.The
design for the new street is also completely curbless,creating the feel of
a shared space.The plan for the new streetscape was created in close
collaboration with the City of West Palm Beach, Kimley-Horn,community
businesses and stakeholders, as well as members of the broader community.

LAKE WALES CONNECTED, LAKE WALES, FL
Lake Wales Connected is a strategy for revitalization of Lake Wales' historic
300 ACRES Downtown and one of its most important close-in neighborhoods. Together,
Project Area the Downtown and Northwest Redevelopment Area comprise the"Core of Lake
Wales" The core neighborhoods are meant to be inspiring, beautiful places.
2020 The famous Olmsted Brothers firm,the landscape architects who planned both
the town and Bok Tower, had a bold, green vision that Lake Wales should be a
Adopted living, growing work of art, a city as a garden. The new plan for Downtown and
Northwest Lakes Wales is to revive that Olmsted vision, replanting lost trees,

The Process: Direct community input shaped the ideas and recommendationsIfoundinPlanNoBe.The public process began in November 2015 with a
kickoff session to introduce the community to the project and the consultant
team and included a trolley tour of key sites in the area.The design process
centered around a Charrette—an intensive, open planning process that
combines hands-on community brainstorming with "designing in public" In

February 2016,the team set up a week-long Open Design Studio at the Byron
Carlyle Theater where the team met with more than 1,000 interested residents
and stakeholders.
Town Center Illustrative Plan
Status:The Plan was adopted by City Council in October 2016. Based on
the Plan's recommendations a voter referendum was passed increasing the
FAR for the Town Center and new development guidelines are underway.
In addition,four new historic districts were designated, nearly doubling the
number of historic structures receiving protection in Miami Beach.

Town of Jean Jean Lafitte is an historic fishing community south of New Orleans,outside
the current levee system.The community has been hit hard by flooding fromLafitte & CPEX natural disasters, made worse by the loss of bayou and higher flood waters
Clients due to the levee systems around New Orleans,and the 2010 BP oil spill in the
Gulf.The Town of Jean Lafitte,working with the Center for Planning Excellence2013 (CPEX),set out to create a comprehensive resilience plan that combines
Year Adopted previous planning efforts and studies to create a roadmap to guide decisions
related to economic,social and physical resilience.
Working with local and economic consultants, Dover, Kohl &Partners held
a public charrette in the Town in November 2011. During the charrette,six
principles for resilience were developed:Assess Opportunities&Threats,
Enhance Local Assets, Focus on the Heart of Town, Diversify Mobility Options,
Build Stronger&Safer, and Live with Water.With these elements a series
of Town projects like the expansion of their boardwalk system through the-
bayou,developing a nature center,adding a new dock,creating a fish market at
Rosethorn Park, and enhancing the availability to their long history to help draw
tourists were developed to show short-term success, giving confidence to the
people in the town that they could still be there tomorrow.

As a result of the outpouring of community participation and working with
consultants from the Army Corps of Engineers,Jean Lafitte's ring levee was
included as part of phase 1 projects in the 2012 Coastal Master Plan for a
y Sustainable Coast.The Jean Lafitte Tomorrow Plan was unanimously adopted
by the Town Council in April 2013.The fish market is open and the community
is focusing on the heart of town that is better protected by the levee systems.
The plan was awarded the Special Jury Award by the CNU in 2014,for its
innovative approaches to overwhelming resilience concerns.

APA-HI winner The Project: The idea of malama'aina — caring for, protecting and preserving the
land — is a traditional value within the Hawaiian culture. The town of Pulelehua,
2005 located near the Kapalua Airport in West Maui, is an example of this philosophy
put into practice. Developer Maui Land & Pineapple Company (ML&P), one of the
1 largest employers on the island and owner of substantial land holdings,has pledgedweektoengageinresponsiblestewardshipoftheenvironment.While the majority of the
charrette company's land holdings are to remain in agriculture or preserved open space,
Pulelehua was to have been established to serve a critical function — to provide
affordable housing within close proximity to work for ML&P's employees and other
working families.

Process and Principles: During the week of March 19 - 26, 2004, West Maui
residents joined with Maui Land & Pineapple Company and our team of town
planners, designers, and engineers to create a plan for the new neighborhoods.
Through a series of public planning workshops,the design team created a vision
for the site that would achieve the following goals: create a compact, sustainable
community; provide affordable housing with dignity;offer mixed uses for livability;
value traditional Hawaiian architecture, and more. This plan won the Hawai'i

The Project: In 2006, Maui Land&Pineapple Company, Inc. (ML&P)and A&B Prop-
Urban Land Green erties, Inc.joined together to plan the extension of historic Hali'imaile Town, locat-
spring 2009 feature ed in upcountry Maui, Hawai'i.The town founders set important goals for the com-
pletion of the town, to ensure that new development enhanced the quality of life
for all upcountry residents.Among these goals were the preservation of the town's
1 week agricultural legacy and ensuring that growth in Hali'imaile embraces the true es-
sence of the land and its people. Dover, Kohl & Partners led the project, working
charrette together with Chael, Cooper &Associates, Seth Harry &Associates, and Charlier
Associates. In collaboration with the DoverKohl team,William McDonough + Part-
ners and WSP Environmental developed the Cradle to Cradle Community Frame-
work for Hali'imaile.
Process and Principles: During the week of March 10, 2006, upcountry residents
joined together with leaders from Maui Land & Pineapple Company, A&B Proper-
ties,and the planning team in a series of on-site workshops to create a plan for fu-
ture growth.At the conclusion of the community planning workshop week,a draft
plan, which illustrated traditional urban design, livable transportation, sustainable
t agriculture and eco-effective water and energy systems, was presented. All of
these ideas together will create a cohesive community that can set a precedent
for the sustainable development of an island community. The Plan for Hali'imaile
sets forth a coordinated strategy to guide appropriate growth by mixing land uses,
