We understand <br /> the concerns that have been raised regarding enforceability, inequity, and the <br /> transformation of neighborhoods, among others. However, we also recognize the potential <br /> unintended consequences that the current draft of Bill 121 may have on our community. <br /> Firstly, we request the Planning Commission to recommend removing the affidavit <br /> requirement. This requirement places an undue burden on homeowners and could lead to <br /> unintentional non-compliance due to the complexity of the legal language involved. <br /> Secondly, we urge the commission to recommend streamlining the registration process for <br /> vacation rentals. The current proposal's requirement for dimensioned drawings and the <br /> disclosure of private details of homes is invasive and unnecessarily complicated. A <br /> simplified process would encourage compliance and make it easier for homeowners to <br /> participate legally in the vacation rental market. <br /> Lastly, we are concerned about the proposed restrictions on where hosts live and where <br /> guests stay. We believe that as long as the owner is in the same building, on the same <br /> parcel, or on an adjacent parcel, it is an overreach to dictate where they can and cannot <br /> sleep. This restriction could severely limit the ability of property owners to make the most <br /> of their assets and provide quality accommodations for visitors. <br /> We understand the challenges the Planning Commission faces in balancing the needs of <br /> the community with the desire to regulate vacation rentals effectively. However, we believe <br /> that by considering these amendments, Bill 121 can be improved to better serve the <br /> interests of all stakeholders involved. <br /> Mahalo for your consideration of our requests.
