Subject: Bill 121 -Fair and Clear Noise Regulations

Members of the Windward Planning Commission,
The proposed quiet hours in Bill 121 appear to be restrictive and open to
subjective interpretation, resulting in potential for abuse. Existing noise
ordinances are comprehensive enough to address concerns without
imposing additional quiet hour policies that could result in arbitrary
enforcement.
For instance, if a homeowner's family celebration extends slightly past 8 pm,
it should not result in penalization, especially when the existing ordinances
already manage such situations effectively. Please consider adjusting the
bill to rely on the established noise ordinances, which are more than
capable of preserving peace in our communities.
