Our community has come together to identify key areas where Bill 121 could be improved to ensure it aligns more closely with the needs and values of our residents. Firstly, we request the Planning Commission to recommend the removal of the affidavit requirement. This requirement places an undue burden on homeowners and does not directly contribute to the goals of the bill. It creates an unnecessary barrier for those wishing to offer short-term rentals, which are a vital part of our local economy and tourism industry. Secondly, we urge the Planning Commission to recommend that Hawaii County provide clarity for tiny homes, tents, trailers, and other alternative accommodations. The current lack of clear guidelines creates confusion and inconsistency, hindering the ability of property owners to utilize their land in a manner that respects both the environment and local regulations. Lastly, we ask the Planning Commission to recommend the removal of dangerous signage requirements and protect operators from the public disclosure of addresses and ownership. This not only protects the privacy and safety of property owners but also respects the character of our neighborhoods, preventing them from being transformed by overt commercialization. These amendments are crucial for ensuring that Bill 121 does not disproportionately impact our community members, especially those who rely on short-term rentals for their livelihoods. We believe that with these changes, Bill 121 can better balance the need for regulation with the rights and needs of property owners and the community at large. We appreciate your attention to these matters and look forward to your support in making Bill 121 a more equitable and effective piece of legislation.
