Aloha Chairman Lin,
I am writing to express my concerns regarding the current provisions of Bill 121 and its potential impacts on our community. As a resident
deeply invested in the well-being and future of our island,I believe it is crucial to address several issues that could arise from the bill as it
stands.
Firstly, the enforcement of Bill 121 poses significant challenges. The resources required to monitor and enforce the new regulations could
strain our Planning Department, diverting attention from other critical community projects. It is essential to consider whether our human
resources are best allocated to this endeavor.
Secondly, the bill introduces inequity among property owners.By differentiating between those who live on-site and those who do not,we
risk creating a divide that does not reflect the spirit of aloha that defines our community. All property owners should be treated equally,
ensuring a fair and inclusive approach.
Lastly, the transformation of neighborhoods and the potential loss of the unique character of our communities is a concern that cannot be
overlooked. The bill could lead to a homogenization of our neighborhoods, diminishing the diversity that makes each area special.
In light of these concerns,I respectfully request the Planning Commission to consider the following recommendations:
Conduct an economic impact study to fully understand the implications of Bill 121 on our community.
Recommend the removal of restrictions about where hosts live and where guests stay,as long as the owner is in the same building,on the
same parcel,or on an adjacent parcel.
Recommend streamlining the registration process to make it more accessible for property owners, without invasive requirements.
These recommendations aim to ensure that any regulations implemented are fair, enforceable, and in the best interest of our community as a
whole.
Mabalo for your consideration of these important issues.I trust that the Windward Planning Commission will take these concerns into
account and work towards a solution that benefits all residents of Hawaii County.
