Aloha Chairperson Lin & Commission Members,
I am writing to you today as a 65-year-old widow, reaching out with a heavy
heart and a plea for understanding and compassion. The proposed
changes under Hawaii Bill 121 threaten the very essence of my livelihood
and the financial stability that I have come to rely on through my vacation
rental.
For me, this isn't just a business; it's a lifeline. It's the means through which
I can maintain my independence, afford my living expenses, and stay
connected to the vibrant community that I love. The thought of losing this
capability is not only daunting but terrifying.
I understand the concerns that have been raised regarding vacation
rentals, including enforceability, inequity, and the transformation of
neighborhoods. However, I believe that with thoughtful consideration and
targeted solutions, we can address these issues without stripping away the
means of survival for individuals like myself.
Therefore, I humbly request the Planning Commission to consider the
following recommendations:
Conduct an Economic Impact Study: Before making irreversible
decisions, it's crucial to understand the full economic implications of Bill
121 on homeowners who depend on vacation rentals for their livelihood.
Recommend the Removal of Intrusive Reporting Requirements:
Simplifying the registration process and eliminating invasive requirements
would allow homeowners to operate more freely without compromising the
integrity of our neighborhoods.
Implement an Undue Hardship Clause: Recognizing that for some, like
myself, the operation of a vacation rental is a matter of financial survival.
This clause would provide a safeguard for homeowners at risk of losing
their housing due to the new regulations.
I am not opposed to regulation or oversight. I believe in the responsible
stewardship of our community and the aloha spirit that guides us. However,
I also believe in fairness, compassion, and the recognition of individual
circumstances.
I kindly ask for your understanding and to consider the profound impact
that these regulations may have on the lives of many, including myself. Let
us find a path forward that honors the spirit of Hawaii, protects our
communities, and also respects the needs of homeowners who contribute
positively to our island's economy and culture.
