This bill, by dictating where homeowners must reside on their own property, threatens to displace established locals, forcing them to seek public assistance. Instead of aiding in the creation of affordable housing, it seems this measure could exacerbate the affordability crisis by making it harder for residents to sustain their livelihoods through property rentals. The requirement for homeowners to live in specific areas of their property is not only an overreach but also disregards the unique circumstances of each property owner. Many of us have chosen to rent out portions of our homes as a means to afford the high cost of living in Hawaii. This bill could strip us of that option, leading to financial instability for many families. I urge the Planning Commission to consider the following requests: • Recommend the removal of restrictions about where hosts live and where guests stay. As long as the owner is in the same building, on the same parcel, or on an adjacent parcel, it is an overreach to dictate their living arrangements. • Recommend that the County implement the regulations in another way that does not infringe upon private property rights or lead to inequity among residents. • Conduct an affordable housing study to truly understand the impacts of such legislation on our community's housing affordability. It is crucial that we find a balance that respects the rights of property owners while addressing the need for affordable housing. I believe that with thoughtful consideration and input from the community, a more equitable solution can be found. Mahalo for your attention to this matter.
