Aloha Chairperson Lin,
I am writing to express my concerns regarding Hawaii Bill 121 and to urge the
Windward Planning Commission to return the bill to the County Council with a strong
recommendation for a comprehensive, academically rigorous economic impact study.
The vacation rental industry significantly contributes to the Big Island's economy, with
an impact of over $1.1 billion. It is, therefore, inappropriate to add additional
regulations, taxes, and significant monetary penalties to this vital industry without a
thorough understanding of the potential consequences. Heather Kimball expressed
openness to conducting such a study, stating, "I'm not opposed at all," at 8 hours, 12
minutes into the Leeward Planning Commission meeting.
I think the hotel industry should not be exempt from these regulations.
Furthermore, the complexity and potential impact of this bill necessitate more time
for a detailed evaluation. It is imperative that the bill be re-examined with the
inclusion of an economic impact study and reworked language to ensure its fairness
and effectiveness and consistency with existing regulations.
Additionally, I strongly recommend inviting a member of the Ohana Aina Association
to participate in the question and answer sessions. Their industry perspective is crucial
for a balanced understanding of the bill's implications. The absence of industry
representation has contributed significantly to the public's concerns regarding this
bill.
By taking these steps, we can ensure that any additional regulations on the vacation
rental industry are made with a comprehensive understanding of their economic
impact and with input from all stakeholders.
