My livelihood depends significantly on the income generated from my vacation rental. The vacation rental industry is a cornerstone of the Big Island's economy, contributing over $1.1 billion. It is, therefore, alarming that regulations could be imposed on such a vital sector without a comprehensive, independent, and academically rigorous economic impact study. The acknowledgment by Heather Kimball, eight hours and twelve minutes into the Leeward Planning Commission meeting, about the necessity of this study underscores its importance. The complexity and far-reaching implications of Bill 121 necessitate a thorough evaluation, which has yet to be conducted. This lack of detailed analysis is a disservice to the stakeholders and the broader community who rely on this industry for their economic well-being. Moreover, the absence of industry representation in discussions about the bill is a significant oversight. Including a member from the vacation rental industry would provide essential insights and ensure that the legislation considers the practical realities of those it affects most directly. Given these considerations, I urge the commission to recommend a pause on Bill 121 to conduct the necessary economic impact study and to reconsider the bill's language with input from industry representatives. This approach will ensure that any regulatory changes are informed, balanced, and beneficial to all parties involved.
