Aloha, Members of the Leeward Planning Commission.
My name is Joy Dillon, I am a Hilo resident and I am testifying as a private citizen.
Thank you for the opportunity to submit opinions regarding this proposed bill. I am submitting
testimony in opposition to Bill 122.The question I must ask is WHY? Why is this unneeded legislation
being proposed? What positive outcome is expected by repealing Bed & Breakfast as a permitted use?
Six pages of legislation to repeal a B&B is superfluous and unnecessary. Bed & Breakfast venues are the
cherished and preferred lodging for many visitors. Why is this option being proposed? It makes no
sense.
Heather Kimball said at the April 4 Windward Planning Commission meeting that under Bill 121 anyone
can call themselves a Bed& Breakfast. She said it was "just semantics." Current Bed & Breakfast owners
have gone through rigorous requirements to obtain their Special Use Permit for a B&B. Although
supposedly these owners will be grandfathered in now anyone can call themselves a B&B? This is unfair.
Please do not agree to this unnecessary and unfair legislation.
