Aloha!
My name is Adrian Soucek and I am writing to testify against Bill 123/Ohana Dwelling
Units.
Restricting ohana dwelling units (ADUs) to single-family occupancy disincentivizes
homeowners to construct them. ADUs provide much needed supplemental income for
homeowners, allowing them to offset their mortgage costs or save for future
expenses. By prohibiting ADU permits for homeowners who operate vacation rentals,
we are unnecessarily limiting the financial benefits that ADUs can provide. While an
ADU may be used for vacation rentals initially, they add to the housing stock for the
future.
Please vote against this measure. Confining the definition of an ADUs to single-family
occupancy limits financial benefits for homeowners and unnecessarily restricts
the construction of future housing stock. Furthermore, it is important to include an
appeals process to ensure fairness and transparency rather than repealing it entirely
from the measure. This bill does not ultimately help our economy or give homeowners
more tools to address the housing situation in any significant way.
